Can you carry over negative balances to new holiday year?

The system will only carry over positive remaining entitlement. If the user has a negative balance at the end of the holiday year, their carryover would be 0.

For users with minus entitlement, you would need to amend and deduct the value from their entitlement in the new holiday year.
