To enforce uploading a resume and a cover letter:

Click Vacancies, then click the relevant vacancy.

Click the Questions tab and turn on Must Upload Resume and Must Upload Cover Letter.

1. 2. Click Vacancies, then click the relevant vacancy.
3. Click the Questions tab and turn on Must Upload Resume and Must Upload Cover Letter. 
4. Click Save.

Uploading CV should be mandatory on the vacancy.
