It is not possible for expenses to be submitted on the web browser version.
Expenses can only be added via the mobile app. The desktop dashboard is designed for administrative tasks, such as configuring expense types. To set up expense items for selection in the mobile app, navigate to HR Admin then Settings then go to Expenses.
