Multiple public holiday templates on the company planner

As a system standard, Admins see the public holidays that are relevant to the users selected in the company planner at the time.

However, the non-admin users will always be able to view all available public holidays on the company planner. This is so they are aware that some users may not have the same public holiday as themselves.
