If employees are not assigned to a work pattern, the system will default the working hours to 7.5 hours.
As these are the default working hours for the No Work Pattern, these can't be changed.
You can raise this as product feedback on the PeopleHR Ideas Portal.
Working hours appear as 7.5 on Timesheet Report
The basic hours for a shift appear as 7.5 but it should be 8 hours on the Timesheet report.
