This is happening when the relevant option for this is not selected.
To rectify, you'll need to make sure you select at least Detailed timesheet in the set up.
Timesheet report showing as text file instead of excel
When running or repeating the timesheet report plugin, the results are no longer generating excel files, but text files on a notepad.
