When the Ripple's logbook check step Check Logbook Actioned, is not recognising an action, this might be due to having that action started before the employee enters the Ripple's first step.

As the Check Logbook Actioned step is within a Ripple, it follows the next rules:
Check Logbook Actioned step only scans the period after the employee enters the Ripple.
For example: The period between the day the employee enters to the Ripple's first step, until the day the Logbook Actioned Check step is actioned.
Check Logbook Actioned step recognises the logbooks' updates, no matter whether the employee has updated the logbook, their manager or the system admin.
Check Logbook Actioned step only recognises one action 'Created, Updated and Authorised' for each employee in the Ripple.
For example: If the Logbook was updated twice, the Check Logbook Actioned step only recognises the first one and it will pass the second check.
To turn this around, you need to change the Ripple and the Query to allow employees to make the changes on the logbooks after they enter the Ripple's steps.
